Amazon is preparing to enter the autonomous taxi market in full force by opening a massive factory aimed at producing 10,000 vehicles annually under the Zoox brand, setting it up for a direct competition with market leader Waymo and Elon Musk’s Tesla.

Introduction

In an ambitious move toward dominating the future of transportation, Amazon is gearing up to manufacture up to 10,000 autonomous robotaxis annually at a sprawling factory near Silicon Valley, as part of its preparation to challenge Waymo, the leading company in the self-driving taxi field. Tesla CEO Elon Musk is also seeking to join the autonomous driving race.

New factory details

The autonomous taxi factory announced on Wednesday spans 220,000 square feet (20,440 square meters) and heralds a new phase in Amazon’s push toward a technological frontier that began taking shape in 2009, when Waymo was launched as a secret project inside Google. Amazon began monitoring the market five years ago when it paid $1.2 billion to acquire autonomous driving startup Zoox.

The Zoox factory is located in Hayward, California, and spans the equivalent of about three and a half football fields. It sits roughly 17 miles (27 kilometers) north of a plant where Tesla builds some of the electric vehicles that Musk believes will eventually be able to operate without a driver behind the wheel.

Zoox’s standout technology

Since moving into the former bus-manufacturing facility in 2023, Zoox has converted the site into a high-tech installation where its toaster-like, gondola-style vehicles are assembled and tested on a 21-station assembly line. Currently, Zoox builds just one autonomous taxi per day, but hopes to produce three vehicles per hour by next year.

While Zoox will lag far behind competitors, it believes it can attract riders with vehicles that look more like carriages than cars, featuring seating for up to four passengers. In contrast, Waymo adds its autonomous driving technology to cars manufactured by major automakers, making its robotaxi look similar to human-driven vehicles. Zoox does not even bother putting a steering wheel in its robotaxis.

Competition analysis

Amazon began monitoring the market five years ago when it paid $1.2 billion to acquire autonomous driving startup Zoox, which will be the brand behind the robotaxi service planning to start transporting customers in Las Vegas later this year before expanding to San Francisco next year.

Zoox, conceived in 2014, will try to catch up to Waymo, which began operating commercial robotaxis in Phoenix nearly five years ago. It started charging for rides in San Francisco in 2023 and has also expanded to Los Angeles and Austin, Texas. Waymo says it has recorded more than 10 million paid trips while other potential rivals like Amazon and Tesla are still tuning their self-driving technology and figuring out how to scale up their fleets.

Production and expansion plans

Once the factory is operating at full capacity with production spread across two eight-hour shifts, Zoox aims to build 10,000 robotaxis annually in Hayward for a fleet intended to enter other major markets, including Miami, Los Angeles, and Atlanta. Although Zoox will assemble the robotaxis in the United States, about half of the parts are imported from outside the country, according to company officials.

Waymo also plans to expand to Atlanta and Miami and on Wednesday took the first step toward bringing its robotaxis to the most densely populated U.S. city by revealing an application to begin testing its vehicles in New York.

Market strategy

By contrast, Zoox plans to operate 500 to 1,000 robotaxis in small- to medium-sized markets and about 2,000 robotaxis in major cities, according to Evans. The company says each robotaxi produced at the Hayward factory should be on the road for about five years, or roughly 500,000 miles.

The Tesla factor in the equation

Tesla is striving to compete against Waymo as well, though it remains unclear when Musk will deliver on his long-standing promise to build the world’s largest robotaxi service. Musk has not abandoned the goal, though his current ambitions are more modest than in 2019 when he predicted Tesla would run a fleet of 1 million robotaxis by now. He currently aims for a limited rollout of Tesla robotaxis in Austin this Sunday, though that date could change because Musk is “super paranoid about safety.”

Expected challenges

While Zoox continues to test robotaxis in Las Vegas, it recently partnered to provide rides for Resorts World guests. It is also still testing robotaxis in San Francisco, where Waymo has turned driverless cars into a daily sight in a city famous for its cable cars since the 1870s. During testing in San Francisco last month, a minor collision between a Zoox robotaxi and a person riding an electric bicycle prompted the company to issue a voluntary recall to update its self-driving software. No injuries were reported in the incident.

Conclusion

“It’s an exciting time to embark on this journey,” Zoox CEO Aicha Evans said during a tour on Tuesday of the robotaxi factory she co-hosted with Jesse Levinson, the company’s co-founder and chief technology officer. With Amazon entering this emerging market aggressively, the coming months are expected to witness fierce competition in autonomous driving technologies.
