Deloitte’s participation and regional institutional transformation indicators

Deloitte Middle East participated in the World AI Summit Abu Dhabi 2026, held at the ADNEC Centre Abu Dhabi on October 6 and 7. A select group of its leaders in technology and public services presented deep regional and international indicators regarding the future of AI-driven government administration and the balanced interaction between humans and agentic automation systems.

This participation comes at a time when the Middle East is witnessing a striking acceleration in the integration of smart technologies within both the public and private sectors. Deloitte’s annual report titled “State of AI in the Enterprise 2026 – Middle East” revealed that 34% of regional organizations are now using AI to drive comprehensive, fundamental transformation in their core products, services, and business models, while 61% of those organizations have initiated specialized, advanced strategies to retrain their workforces and develop their skills to keep pace with the demands of the new era.

The human element as a guarantee for successful technology adoption

Youssef Barkawi, board member and partner at Deloitte Middle East responsible for growth platforms and strategic growth services in AI, emphasized that technology alone is not enough to forge the sustainable impact of institutional transformation.

Barkawi explained: “AI is already changing how organizations operate and how employees perform their tasks, but a mindless machine will not make a difference on its own. The organizations that will successfully lead this transformation are those that afford their human resources the same care and investment they allocate to software, ensuring employees possess the deep skills and sufficient confidence to collaborate closely with intelligent agents side by side.”

Collaboration with the Abu Dhabi Department of Government Enablement

As the Emirate of Abu Dhabi accelerates its strides toward achieving its pioneering goal of building the world’s first fully AI-powered government by 2027, agentic artificial intelligence is opening new horizons for developing and designing public services delivered to citizens and residents.

Deloitte recently collaborated with the Department of Government Enablement – Abu Dhabi to showcase an integrated ecosystem of agentic solutions specifically designed to meet public sector requirements. Chargil Ahmed, partner and head of government and public services at Deloitte Middle East, pointed out that the priority lies in deploying technology in areas with tangible societal impact, while adhering to human judgment and ethical accountability as two foundational pillars for building trust in government services.

Interactive workshop for the government agentic planner tool

On the first day of the summit on October 6, Costi Perricos, partner and global leader for generative AI at Deloitte, led an interactive and practical workshop covering Deloitte’s innovative “Agentic Planner” tool. The workshop demonstrated how to use the tool to design and test smart government applications at high speed to address municipal and administrative challenges.

Perricos stressed in his remarks: “Agentic AI brings exceptional capabilities to governments, enabling them to manage complex task chains and achieve national targets with the highest efficiency. The real opportunity today lies in translating these theoretical capabilities into field solutions that meet clear community needs, integrating cybersecurity protections and standards into the very core of the development cycle.”

Human experience session and public service responsibility

Deloitte’s participation continued on October 7 with an extensive panel discussion featuring Youssef Barkawi titled “The Human Experience in a World Dominated by Automation.” The discussion focused on the dimensions of change imposed by AI on individuals’ relationships with technology, how they receive daily services, and their aspirations toward personalized experiences that preserve their dignity and privacy.

The deliberations collectively focused on establishing clear regulations to ensure the safe and responsible use of AI within government apparatuses, emphasizing that automation exists to empower humans and alleviate routine burdens from them, leaving ethical judgment and human awareness as the ultimate compass guiding the path of digital innovation.
