Signing the memorandum of understanding at the Innovation Center headquarters

The Digital Government Authority (DGA) in the Kingdom of Saudi Arabia signed a qualitative strategic memorandum of understanding with STV, a leading venture capital firm in the Middle East and North Africa region, on October 1, 2026, corresponding to Rabi’ al-Thani 20, 1448 AH in the capital, Riyadh. This memorandum aims to empower startups and entrepreneurs specializing in artificial intelligence and advanced emerging technologies to innovate, develop, and test pioneering software and application solutions that contribute to enhancing the quality and efficiency of digital government services provided to citizens, residents, and the business sector.

The official signing ceremony took place at the Innovation Center headquarters of the Digital Government Authority, witnessed by His Excellency the Governor of the Digital Government Authority, Eng. Ahmed bin Mohammed Al-Suwaiyan, and the CEO of STV, Abdulrahman Tarabzondi. Representing the Authority in signing the memorandum clauses was the CEO of the Innovation Center, Eng. Abdulmohsen Ahmed Al-Madhi, while the company was represented by its General Partner, Dr. Mazen Al-Zaidi.

Connecting entrepreneurial innovation with government challenges and services

This prominent agreement aims to establish organic and direct connection channels between entrepreneurial talents and tech startups on one hand, and the sectoral challenges and operational needs of various government entities in the Kingdom on the other. The initiative works to empower government agencies and ministries to adopt and absorb non-traditional digital solutions within their official services and platforms, contributing to increased performance flexibility and response speed.

Furthermore, the memorandum focuses on cementing the foundations of active strategic partnership between the government sector and the venture capital fund ecosystem, by providing clear investment channels and pathways that support promising local startups in accessing major government contracts and projects while removing all procedural obstacles facing them.

A secure testing environment for digital proof-of-concept testing

The areas of joint cooperation between the two sides include integrated mechanisms to attract distinguished startups, incubate them, and train their workforces through advanced strategic training and mentoring programs. Through its Innovation Center, the Digital Government Authority provides a secure government regulatory and experimental environment that allows innovators to test their smart solutions and technologies through practical trials to prove the concept without compromising the security and stability of sensitive national data and systems.

Following the success of the proof-of-concept phase and the verification of the technical and security feasibility of the proposed solutions, the Authority provides the necessary support to deploy and adopt these applications on a wide institutional scale across various sectors of the government ecosystem in the Kingdom of Saudi Arabia.

Capital investments reaching up to 500 million riyals

In a practical step reflecting great confidence in the capabilities of innovators and tech companies emerging from the initiative, STV announced that it aims to allocate and direct massive capital and financing investments reaching up to 500 million Saudi riyals for direct investment in promising companies graduating from the programs and incubators of the Digital Government Authority’s Innovation Center.

This venture financing will work to accelerate the growth of qualified companies, help them expand their operational and software infrastructure, employ exceptional national talents, and transform creative ideas into giant commercial and technical projects that contribute to diversifying the national economy.

Integration with the goals and objectives of Saudi Vision 2030
